Education: 

In 1981 graduated from the Irkutsk Aviation Technical College of Civil Aviation in specialty “technician-mechanic”.

In 1985 graduated from the Irkutsk Aviation Technical College of Civil Aviation in specialty “air control engineer”.

In 1994 graduated from the Moscow State Law Academy in specialty “lawyer”.

In 1998 defended the thesis in candidacy for a science degree of Candidate of Juridical Sciences (PH.D.) on “Legal problems of air traffic organization and service in Russia”.

In 2002 defended the thesis for Doctor of Law degree.

In 2012 completed an advanced training “Investigation and prevention of aviation accidents in an air traffic service”.

Teaching activity: 

From 1995 to 2009 – the Head of Transport Law Department, professor in St. Petersburg State University of Civil Aviation. Courses taught: air law, the methods of transport crime investigation.

From 2009 to present – the Head of Criminal Law Department in St. Petersburg Law Institute of State University of Service and Economy.
